The Riviera Beach PD shut down its detective squad as the beleaguered agency struggles with an alleged overtime-padding scandal.

Law enforcement and legal community sources are telling me that at least two detectives were supposed to get arrested today by the FBI.

But the arrests, in connection with an investigation led by the office of the ambitious rookie State Attorney Mike McAuliffe, were postponed.

“We have been notified that a sergeant and a detective would be arrested,” said Riviera Councilwoman Dawn Pardo. “Both have attorneys and both are still working.”

McAuliffe wouldn’t comment, but I hear the targets of the investigation include Det. LeeAnn Schneider and Sgt. Pat Galligan. The popular Galligan, who’s known throughout the county, is a 23-year veteran of the force. Schneider has been there for seven.

Last month, a dozen FBI agents and state attorney investigators, armed with video cameras, descended on the city’s police headquarters to serve a search warrant for the agency’s payroll records. FBI agent Joe Sconzo, who was in on it, didn’t return a call asking he explain why the FBI was involved in serving a local warrant.

Word is that the group was looking for evidence that Galligan illegally obtained 200 hours of overtime during the past two years.

That morning, two FBI agents also went to the sergeant’s home in Palm Beach Gardens to talk with him. Two were sent to the detective’s Lake Worth home weren’t allowed in.

Authorities, who are informed by someone within RBPD, think Schneider illegally signed Galligan’s overtime slips after he asked over the telephone.

Last week, the entire nine-detective squad was subpoenaed to appear at McAuliffe’s office downtown West Palm Beach for individual questioning.

Questions: Who signs OT slips? How does one get OT approved? Have higher-ups intimidated service members?

Meanwhile, the brass shut down the detectives’ office, at the Port of Palm Beach, after McAuliffe’s people heard members of the squad were shredding paperwork. Crime tape was placed on the office’s file cabinets and the door locks were changed. The detectives now operate out of the city’s four neighborhood districts.

RBPD Chief Clarence Williams didn’t comment. Neither the sergeant nor the detective returned calls.

Said Pardo: “I have no problem with the police being investigated, but I have a problem with the way it ’s done. They came in and took paperwork instead of asking the chief. I know there’s no respect for the city and the council, but now there’s no respect for the police.”

    Hello… Its Riviera Beach, most of the cops there are crooked. That is one reason I moved out was because of the cops. I used to watch drug deals go down with cops watching in marked patrol cars and when I would inquire about it I would get some answer like “Its not my job to do vice” or “Vice might be doing an investigation and I dont want to mess it up” Or they were on the take. Now granted there are a few cops there who are honest but they soon figure it out and leave.

    I work with another unamed police agency and have worked with many of the Riviera Beach officers. I have never had any problems with them. Overtime issues are common with several departments now and are being handled internally. The Riviera Beach Police Department is a hard working, underpaid department as far as I am concerned. I do 1/2 the work that their officers do and get paid at least $7,000 more a year than them. Punish the officers that are causing the issue and leave the rest of them alone.

    I agree with James. They investigated the department and came up with 2 detectives that had issues-doesnt appear to be a wide spread problem. Now let’s look at what has happened lately with other law enforcement agencies. Hmm, PBSO, WPBPD, Miami PD, shall we continue. But we all know only the City of Riviera Beach is place under a microscope, of course no municipality can withstand such scrutney. How about reporting what is really going on in other cities and municiplalities like you report on Riviera Beach and see what we really get!

    First of All.

    To the Last Two Posters, James and Jeb.. In case you two didnt realize that STEALING is against the Law, Im here to tell you it is. Its Called FRAUD. And Fraud is no different than stealing money or a product from a store…. So you tell me, Why should the People TRUST YOU COPS or even Allow you guys to continue having Jobs?

    It seems like a Typical Boring issue to you guys. So its OK for the COPS to STEAL? But not ok for a Black Kid to steal bubble Gum from a Store Right? You guys are either Full of Sh%t or your more of the Same that South Florida has to offer. And that would be Scumbags. Disgusting!!!!! if you cant Follow the Laws you have no Right to be in charge of Making sure others follow the Laws.

    These cops put their lives on the line in one of the most violent cities in the country.I have worked with these officers in the past and they are nothing but professionals.There are many Federal agencies that work and have worked with this department and I can say that most have good relationships. This is absolutely ridiculous.

    I agree with Joec…the wide spread corruption among Palm Beach law enforcement is unfathomable (i’ve witnessed it first hand).I must says it’s what motivated me to attend Law school, so i’d be able to help clean up the trash that we have “protecting our people”.

    Its doesnt surprise me one bit that this Riviera Beach scum is stealing tax payers dollars like this.

    The RivierA Police is a corrupt organization. Det. LeeAnn Schneider is one who likes to go after good citizens and over looks real crime. I have worked with the Riviera Police in the capacity of Child abuse. The Riviera Police has place this crime at the bottom of priority. They need to clean up the Department from head to toe.

    As a veteran law enforcement officer, i have had the priveledge to work with many of the outstanding officers at the Riviera beach Police Department. As anyone knows Riviera Beacg police always get the brunt of crap from everyone else. There are many, no most officers in the Riviera beach Police are great officers and if you dont like them, MOVE OUT!!!!

    i was a youth growing up in WPB from 1949-51, having moved with my dad who had worked for the Detroit Free Press for twenty five yrs…he started a biweekly newspaper called the Palm Beach Graphic and wrote a column similar to yours, man about town type..and i recall he and my mother back then talking about the crooked polce…so times have not changed…at night, the blacks had to bo on the other side of the railroad tracks

    The police dept is the reason I sold my house and moved out of Riviera 5 years ago. They (crooks) broke into my house and took my whole back door off with a boat anchor and the cops that came to my house did not even do a paper report or anything. My husband had to go to the station and demand a report to file with our insurance. If you would hire the young people to clean up their neighborhood it would not look bad. I don’t even go to Riviera anymor not even to vist old neighbors or family. The white folks need to come and buy back their neighborhood. They are trying to get from out west with all the cancer clusters, sell when they come a calling.

    It’s obvious that the State Attorney is assisting Sheriff Bradshaw in achieving his goal in becoming a metro police department. Other departments in the tri county area been found guilty of similar accusations as well as (PBSO) yet the Riviera Beach Police Department is highly critised to their ability to conduct there duties. With the amount of crime and low paying salaries that our officer’s handle I commend them for an outstanding effort and hope they can put this behind them.

    Years ago a cop who is on the side radical biker was in a scuffle in a bar with a hand gun,he got off.
    State attorney’s office is a joke as it was under Barry the KRUSHER.Lock em up,get the money back demand they pay it back fire em,take there pensions,pay,retirement,vacation time.etc.

    I use to work over there with them and they have been scammin overtime for years. The brass has always allowed pat and the rest of the detectives to get away with this theft. About time they get whats coming to them after he made fun of everyone he ever worked with including leann.

    I am not shocked by this at all knowing Riviera Police and the detectives involved. They should be investigated for their racial remarks, they have been known to be worse than Mark Ferman with the “N” word. Somebody needs to come forward on that.

I am not a cop, not affiliated with the cops in any way but I’m sick and tired of all of you jumping on a bandwagon.     My girl friends son was murdered in Riviera Beach and Pat Galligan worked so hard on the case. He worked overtime and was always available to talk to or would call back right away. He deserves 100 times what he was or is being paid. Riviera is like working in a war zone and I vote to give him a break and a pay raise!

    Hey now that you discovered the corruption in the department why stop now. Start going through the whole department. Look at the internal investigations and see what they’ve tried to cover up. Look at the secretaries and them pulling overtime…Look at the whole department. As for Pardo she is just another woman caught up in the corruption because one thing they are is corrupted. They are all in on it from the chief down the officers. Trust me they need to investigate alot in that department.

When you employ 4,000 people, you train them the best way possible and hope for the best.I am a Native Floridian and I know where the trouble comes from but the Brass takes them down as they goof up !!     I work for a police department. A co-worker of mine was beaten, robbed and had her car taken by 2 young punks in Riviera Beach. Gun stuck in her mouth, the whole works.. Riviera Beach PD botched the entire investigation, and although my friend positively identified them they were let go. The report was written by an officer -who wasnt even at the scene. He was retiring in a few weeks so they were just giving him their paperwork to do. The punks were let go but eventually caught months later after having committed several other crimes. When one of the state attorneys questioned my friend about her car jacking she told him that all the other crimes that these two did could have been avoided if the RBPD had done their job that night..The State Attorneys office was shocked, they were UNAWARE that any other crimes had been committed by these 2 low lifes. My friend had to tell them how to do their job. Now theres much more to the story but the point is…what is going on in this department and who is going to clean it all up !!!

    Folks this is actually a simple case. There is a police officer in the agency blowing the whistle on at least one other officer who is being accused of fraudently cashing in on overtime. Somebody is telling the truth and someone isn’t. Either way a crime is being committed. Either cop(s) there are falsifying overtime and possibly other documants or the accuser is filing a false criminal accustation. Even an idiot state attorney should be able to figure out who is telling the truth here. Once the truth is discovered somebody needs to go to jail for either a waste of tax payer time, or taxpayer money and or both!

    Kenneth good point, but one more thing here. IF there are overpaid fraudulent issues here then the IRS needs to audit everybody involved, and what happened to the Chili’s detail cops from Riviera Beach, nothing? If you ask me, the IRS needs to look at every past extra duty detail and business paying the details especially since most are paid in cash?
    They also need to investigate that sleezy accountant Alan Gould whom somebody on http://www.leoaffairs.com under Riviera Beach forum alerted us too!

    Just take a look at this:
    Im sure many out in the law community can relate to this.
    Remember when you get a traffic ticket or pay a fine, where your money goes.

    It goes to the state and then it’s value is matched by both the state federal grants.Its tripled in value!

    It then comes back to that agency as overtime. Why do think we are living in a time where We the people are being pulled over for doing 3mph over the limit. It has become so important with so many people desperate without jobs and food to the agencies to cash in on the economy. How about the $1000,000.00 cash-van in Juno Beach? It’s no accident that van was placed on U.S.1. Hey? why not? Americans are going to work, who could think of a better time to cash in on some fines right? WE DON’T NEED A HEALTH CARE REFORM FOR ILLEGALS AND WELFARE RECIPIENTS, WE NEED AN OVERHAUL OF THE JUSTICE SYSTEM THATS FAILING US!!!!

    If there is a lot of crime, then the police aren’t doing their jobs. Sorry. I respect police, they are constantly in danger. But they need to be tougher and the criminals need to get their minds straight and help our country as a team, not take from our country. Grow up people.

    Riviera only hires officers that can not get hired anywhere else. Or have been fired at previous jobs. Half or more of the brass have affairs with the subordinates. Ask Harris. The citizens want PBSO to take them over for a more professional police force, but PBSO doesn’t want them. They want every other city in Palm Beach County, except Riviera. The article says Galligan is popular…..with who? Wasn’t he the cop who posted negative comments and negative newspaper articles on the bulletin boards in the briefing room….but of course did it anonymously. He was attacking his supervisors. Funny, what goes around comes around. Maybe this article should be blown up and hung on the walls.

    you have got to be kidding me,200 hrs over a 2 year period equals 1.92 hrs a week,hardly needing fbi involvement and an oviously overzealous states attorney’s office who has no problam spending what will end up being way over $100,000 which at worst is petty theft.this is exactly why people don’t trust government.this action is only for the benefit of the states attorney;s office to look good.sorry sir you have been exposed.

    Here is one RBPD story I am sure everyone will find interesting- I was with a state law enforcement agency at the time and was at the north county courthouse for traffic court. After court, myself and two black male Riviera Beach Officers entered the small closet like room to retrieve our weapons from the lock boxes. The Riviera officers were standing behind me waiting, so I slightly rushed in retrieving my items. As I began to cross the parking lot, I realized in my rush I had left my pocket knife worth about$100, in the lock box (which are left unlocked after being emptied). I returned to the box; maybe 90 seconds later, and my knife was gone. No doubt in the pocket of a Riviera
    thief officer. They are the New Orleans PD of Florida. Gee,they seem to have one thing in common. No surprise to those of us who don’t care to be politically correct.

    Its a known fact that there is a lot of corruption in the riviera police department. Its always amazed me, right next to the richest community in america, is the junkiest inner city available, its a staple on that show cops,

    my wife owns a home on the water on singer island, when we come back into town, we have to do a walk around the house to make sure no break in, so far in a year there have been 3, with no arrests.

    Pardo, you are a DUMB AZZ as the last poster stated. If the department took the proper action in the past instead of covering for their losers maybe they could be RESPECTED and trusted to just turn over what is needed. Maybe they could even be trusted to investigate their own! However, when you have officers constantly screwing up like your Chili’s cops, K-9 Porno cops, K-9 Rapist cop and countless others who are not even put out but instead re-assigned to a more cushy post than the last. I remember years ago when Boone Jr. was doing the same thing called “double dipping” back then that these officers are doing. What did he get? A promotion to Major, thats what! Give it a break, ARREST THEM ALL!

    Some in that police dept are crooked and when you have seen with your own eyes the mess that they do it is really sickening that the citizens have to pay them to do wrong. They should be investigated and the ones who have been proven guilty need to go. It is time out for all these people getting away with wrong and they are the ones who are paid big money, while the citizens make nothing. I have seen them watch drug deals and for certain ones they turn there head, I have seen them taser a suspect handcuffed and down onthe ground and told the girlfriend if she didn’t hush they would taser her, what kind of good is that and they wonder why no one trust them, who would. So when you see the wrong you have a right not to trust them and for those that have not seen them doing wrong, watch out.

    Rumor has it that Galigan and McAuliffe were lovers and that Galigan broke up with him and the SA is really feeling quite turned out and was overheard yelling at Galligan late one night saying ” I will get you back you silly, sad , crazy assed mustached fool”.

    Oh , those crazy kids are probaly still madly in love and should settle things with each other and move on..

    To ALL the people who keep saying that the police department is the problem with Riviera Beach. HAVE YOU EVER BEEN TO RB? The problem is the residents, not the police. If the residents had any pride in their community they might not have the problems they do. Here are some stats, take them how you will but they are fact. All are from 2007 and the web site City-Data.com, Population 36,430/ crime rate 939.7, with US average being 320.9/ percent of population that is black 67.8 and if you take Singer Island out of the mix that number jumps about 15%. If you put those same police officers in a majority white community would there be the same allegations of fraud? Would the city residents still have such distrust for them? I would say no.

    First off, nobody on here recognizes the fact that the FBI is investigating this and not Riviera IA. Why does the FBI need to be involved? Isn’t this a STATE matter and even further a municipality? Search Galligan in the palm beach post search engine. Look and see how many cases he has worked on and how many people he has helped. This is a malicious attack from other jealous piss-ant cops.
    These detectives do there jobs in a city that does no let them sleep. All of you that say you have been to Riviera should know that. Notice no other part of Rivera’s police department gets the GOOD recognition that the detective division does. That’s because they do work. Once again, these are all sign of a malicious attack on the only part of the police department that does anything good for the city.

    The Riviera Beach Police Department does employ many good officers, detectives and supervisors, however, they are highly under paid, highly overworked and they do not have the resources available for them to do their job properly, and safely! This agency is in need of better leadership! This agency is poorly managed by the Chief and his assistant chiefs. Again, VERY POOR LEADERSHIP! The Chief and his assistant chiefs are low class, ignorant, ghetto people who are only concerned with having sex with their subordinates and anyone else who makes themselves available, making as much money as they can and helping the careers of their friends. Make no mistake about it the Chief and his assistant chiefs do not care about the cops or the community. If the Chief and his assistant chiefs cared about the men and women that work for him he and his cronies he would make sure that they would have the pay, equipment and personnel needed to do the job, they would also not be constantly trying to have sex with people every chance they get. This type of behavior creates a dysfunctional work environment that when it starts to crumble it will come down hard and many good people will be affected somehow. The Riviera Beach community is getting poor law enforcement service because officers and detectives do not have the pay, equipment and personnel needed to do the job. A detective working an extra duty detail for money instead of solving cases is crazy! The Chief should have and require a group of detectives to work cases that are being generated daily for the sake of providing a better service to the community. The Chief should have a separate group of detectives doing call outs. The Chief should not allow the community to be ill serviced but HE DOES NOT CARE! The Chief and his assistant chiefs are only concerned with having sex, making as much money as they can and helping the careers of their friends.
    ALONZO get your facts straight! As far as the Chili’s cops are concerned they committed a POLICY VIOLATION not a crime which is punishable by a one day suspension at the most. The Chili’s cops would not have WORKED (not a crime to work) protecting a restaurant in Dade County if they were afforded better salaries and benefits comparable to surrounding agencies. Also if the supervisors from the Chief down to the Sergeants would stop HOGGING all the extra duty details for money before your slick sleeves can get them they would not need to go elsewhere for extra duty details for money. These guys are family guys clearly they were wrong in not getting authorization that is all they did wrong, not an excuse just the truth! Again this mess with overtime in the detective bureau is another example of how poorly paid these men and women are. The City of Riviera Beach should afford the men and women of the Riviera Beach Police Department better salaries and benefits.
    ALONZO get your facts straight! A far as the K-9 cops are concerned again it is a POLICY VIOLATION not a crime that were looking at adult porn on duty time and city owned equipment (not a crime to look at adult porn) is punishable by a one day suspension at the most. If the City of Riviera Beach would have been better managed they would not have so much down time while they were supposed to be in training not an excuse but it is the truth!
    ALONZO as far as everything else you mentioned the proper course of action for any Police Chief to take once a crime is alleged of one of his or her employees is to reassign him or her from law enforcement duties and initiate an investigation. The Chief should deal with it on a case by case basis and if a crime was found to have been committed charge them with the crime and afford them the same due process within the criminal justice system as everyone one else in America has to defend themselves, after all they are just humans.

    I am appalled at this situation !!!!!! First of all the FBI must have known the culprutes prior to birthing this investigation……..Therefore go to them ,do not umbrella ALL of the police officers in RBPD…………. Dont they have it rough enough in a city where their superiors,mayor,city manager,city council do NOT back them on ANY issue that would in any way HELP them at a job that puts their life and “liberty” in jeoparfy EVERDAY !!!!!!!!!!not to mention their families……… I for one think that for what and “who” they have to work with ,citizens included……They should be treated different from those who “are” breaking the law.These “Higher officials” Need to remember that the police do have agencies who police them….Florida Department Law Enforcement………….ring any bells for any RBPD officials,I use that term lightly.The FBI should not magnify the Corrupt “higher ups “crimes and or corruption” to the “real ‘police officers who are out there day n day out putting their lives on the line”literally” as their “superiors” run amuck in that city. Also any officer affiliated with RBPD is automatically looked down at “if” they should attempt any type of move to a department where Law is “what is so written for all” not for who can get to ie: chief,asst or the like “first” Many officers have been passed over for promotions ,opportunity to advance because someone else is “tight ” with the’Immorals upstairs” It appears as if any officer who has their own mind,and is not afraid to make suggestion,or question a concept is therefore treated as a ’second class citizen’ or worse (if you can believe that ????) believe it …………it is true!!!! What chance do the officers who are “doing their job” have? stay and be put under the bad light of their superiors .while trying to stay safe in a city that really does not “care” whether it be equipment ,properly maintained vehicles, a safe and clean work enviroment etc etc ……… Now lets investigate who really needs it ,lets let the officers and detectives who are committed to doing their jobs “lawfully” do it ,and rid the city of the real culprits,the boys “upstairs”everyone and anyone in Palm Beach County can attest to these facts……Someone needs to pay attention to what really takes place there ,if not you FBI then maybe Florida Department Law Enforcement ………..By the way why is it that there is NO funds for raises (due them)yet they can budget for 30 or more million dollars to beautify Broadway St ,when the sidewalk are so full of crime and disease etc etc they cannot pay police officers properly (lowest in the state) yet beautify the medians for criminals ,prostitutes and the like ??????????????     Wow! I never thought i would see the day that someone would actually rat out Pat and Schneider… But the true culprit is Assistant Chief Harris.. He is the crook and Pats friend that would allow this to occur… Harris has constantly gotten away with all kind of inproprieties, and everything else… If your not one of his boys your not going anywhere…I can recount tons of stuff he done like helping Lt. Price rise to her position by sleeping with him even though she was a subordinate.. Allowing Ex mangonia Police Chief Thomas to get away with Domestic Violence on his wife.. And allowing his brothers to come to the station to talk her into not pressing charges and talking to the press that were stationed outside waiting.. and allowing Chief Thomas to flee to his Police Dept. to hide.. Pat galligan is a great detective bus also a great big Ass*&%$ for the way he treats officers by making fun of them and harassing them.. I can go on and on and on about Riviera Beach. Id like to add the Chief Williams is also a two faces piece of Disbarred lawyer piece of crap.. Look how he left town to not be around when the arrests are made.. how he didnt go to Major Boone Dardens funeral, because he was still upset about his wife having affair with Boone.. God bless his heart.. And leaving the Dept. in the incapable hands of Lt. Freeman who can’t say 2 words with out a lie coming out of his mouth, who on top of being a liar threatened another officer with discipline after the officer responded to Lt. Feeman’s home for a Domestic violence 911 call.. Freeman had beaten and bloodied his sons face after a dispute…. I hope the FBI goes through the dispatch CAD system and finds all these calls and the photos and report of Chief Thomas Domestic with pictures and Freemans CAD reference to his Domestic…. The Bad part is that the officers at the Riviera Beach Police Dept. are for the most part top notch, but with a top heavy dept. that encourages supervisors to harass and write up officers for mundane and rediculous reasons to keep them from gaining employemnet elsewhere what do you expect… It also doesnt help that AC Harris and his legion of followers take the majority of off duty details for themself.. why would an officer making over 100,000 grand a year need to work day and night for 35 dollars an hour. at times working more hours at details than for the City in some years… that need to be looked into…… Leann… too bad shes going to take the fall because thats how its done in the Raw…. Id like to thank the Lt. anda Detective that blew the whistle on the theft of City money, we know who you are and thank you!!!!!!!!!!!!!!

    This whole agency is now a complete disgrace, we haven’t had a real supervisor since Lt. Sesssa left us a couple years ago. He was the only one I ever trusted to work a shift with, the others you cant count on. Lt. Alex freeman as the other posts said disgusts me to think that this is the leadership we have to look forward to now. I like many others are just trying to get out before this place self implodes.

    Pat Galligan is a good decent HARDWORKING man. If my children ever went missing he is the guy I would want looking for them. I am certain he’ll be okay. Det Schneider on the other hand has always been rude and obnoxious. What goes around comes around. Lastly, the police department in Riviera should be commended. They work hard, for little money. Every organization has a few bad apples AND suc ups who will do everything possible, including tarnish a person’s reputation to make himself look good (ALEX FREEMAN and Mayor Masters). Sessa was stopped in Palm Beach Gardens drunk while riding his motorcycle and Ac Harris bailed him out of a DUI, which is on tape at palm Beach Gardens..How Commander Micheal Madden worked the road for barely a year was placed in an office and made a commander…. Just to show he is great friends with AC Danny Jones…….I can tell you about an officer who caugth Sgt, tabitha Smitth having sex with an onduty Firefighter behind the water tank at Station 3 on Singer Island one night that was caught on the dashboard video recoder, mind you htat firefighter is married….The missing football equipment that was hidden behid the police station…..I can say i know the Lt. Freeman was in last place on the Lietenants exam and everyone on the list was promoted so he could be promoted after writting and begging the Chief… How Freeman insists and demands to be saluted and said hello to not matter what when he is in your presence… I can say ive seen Officer Bodenheimer illgally search people for no reason and assault people for no reason…… I can talk about Bodenheimer sleeping with prostitutes while working vice to make arrests…..Its a known fact that detective nubin is sleeping with AC Harris and thats how she got in the detective bureau…It no secret that Mayor Masters payed off a family to not file charges of him molesting that their child.. How mayor master can be found picking up and sleeping with prostitutes throughout the City late at night…..The Chief lying to the Officers when switching over to a twelve hour shift…. How Sgt. Murphy backstabs his officers on daily and constant basis…. How the white officers are mistreated and looked down on even by AC Harris…………. The honest truth is the det need to reorganiize and get a new Chief get rid of Harris because he is really the one that runs the dept. She went far and beyond to prosecute the bastard that raped my daughter. Most of you wouldn’t even step in my neighborhood so don’t start dissing her without the facts. And from what I recall, she was in constant contact with that Officer Galligan they mention - runnin everything by him and making sure the bastard wouldn’t get away with it. Step off and figure out what it meant to be a cop - it’s supposed to be about justice. Without Det. Schneider, I’m not sure where my daughter would be.

    Det. Scneider is the rudest most beligerant cop I have ever met in my career! Like most typical fat broads, she is just miserable and takes it out on everyone including most of her victims which she is assigned to work for. She has many many complaints about these actions but they put up with her crap and hide her under Galligan where she gets away with murder (no pun intended) and anyone who knows her knows that I am right on here! Galligan when you can get an 8 hour day out of him and finally get him from behind his desk at the Port Center is a fair detective at best. Besides hoarding overtime and the media he has made fun as well as racial remarks about everyone of his co-workers, no one is exempt. But say something negative about him and he runs off the playground like a pre-schooler! Will be interesting to see how these two BIG SHOTS get out of this one? By the way, Vance is no better either and his ass should go to jail if he is behind any false accusations in this mess. What ever happens, just do the right thing and who ever needs to be arrested or taught a lesson so be it. In the end this should be a lesson for all and hopefully clean up a little of the big pile of dirt we have in our department. For the good cops and we do have some, just come in and do your honest days work the best you can and stay out of all this BS. Things will get back to normal eventually.

    Reading these comments makes me grateful that I’m not a cop, because there is no doubt that most of these terrible comments are from cops and these peoples co-workers. I’ve never seen such hatred under the guise of being anonymous. If these two are guilty then they should be treated as all others in similar siutations, but, they are innocent until proven guilty as everyone else has the right to be. And as most of these comments are obviously from cops, then you should know this. I don’t understand the reason for the personal slander comments in this situation. Do you think that the general public are really concerned if galigan makes fun of people? Do you really think they care if schenider is fat? The shouldn’t be. Stick to the facts of the case in hand and so far I don’t see anything that shows them to be corrupt. These comments being made don’t justify the destruction of their reputations. What needs to matter to people is to stop linking peoples faults to the phrase, “What goes around comes around”because you same people that made these comments will fall under that same phrase.

    You guys just kill me. I have worked for RBPD for years and although we are underpaid and don’t have some of the perks you might get at other agencies I NEVER regret coming to RBPD. I know every officer mentioned in this post and it’s sad that somebody decided to slander peoples name instead of keeping it in house. Every agency in the WORLD has issues; it’s just unfortunate that we have to be the agency picked on. If people at our department have committed a crime, let the justice system work and then make comments. If they are guilty the will go to jail if they are innocent they will keep their job and move on. It is unfair to critique these officers before they had their day in court. Also there is no reason to bring up other officers names that are not in the original article. They have nothing to do with the case. I feel honored and privileged to work at RBPD I have met a lot of great people and have been able to see and do things that a 20 year cop in other agencies would not have done.

    To all the young RBPD officers reading this post, keep your head high and ignore the critics. The agency will only succeed if you guys help and stay positive. In five years we will have the youngest department in Palm Beach County so stay positive.

    To all the naysayers of RBPD, I am sorry you have a bad impression of RBPD, I hope in the future this will change. Try not to hold a grudge and remember not every officer in RBPD is the same.

    To all ex-RBPD officers, you guys are the worst. You came to RBPD because 1 of 2 things. #1 You wanted to work in the busiest city in Palm Beach County and wanted to get the most experience or #2 You had a issue for some reason or another getting hired at another agency and RBPD processed you the fastest. Either 1 or 2 should make you grateful for RBPD. So shut your mouth and go back to your agency and continue to use all the experience you gained while at RBPD to become a good officer.

    To the whistleblowers whoever you are, KARMAS a BITCH!

    To Everyone else, I want to apologize to everyone that you had to see our dirty laundry scattered throughout this blog. I hope in the future you will see the positive light of Riviera Beach and their fine young police officers.

    Do you wonder why Vance didn’t ever ask the question ‘Is Galligan eligible to submit for overtime’? No, those of you ex-cops/pissed off cops who have issues with the personality of Galligan and Schneider - you guys don’t give a shit about that question. When the question is answered, which is yes he is eligible, then there is no ability to slander, there is no case, there are no corrupt cops. Then where is your vengance. You also have to ask yourself why Vances friend, Greg, in the State Attorney’s office never asked that question as well. Was he just interested in getting the photo ops, the PR, ruining two cops reputations just so he can give McCauliff another Press Conference opportunity to say ‘he’s tough on corruption.’ Why doesn’t Mr. Lambiet ask McCaulif and his co-workers these questions. And whether they’re interested in cleaning their house of corrupt attorneys. It disgusts me that people let their personal issues trump the law. Vance shouldn’t be a cop and he should be prosecuted for using a vendetta and promising his buddy Greg ‘a great scandal at RBPD’ with nothing but inuendo. He should have gone to the his superiors if he questioned Galligan’s ability to have overtime and then gone from there. He knew what he was doing going to his buddy and he still does. I agree with ‘young and restless’ - KARMAS A BITCH. Someone better get to the bottom of this before two good cops lose their jobs, livelihood and reputations. Who gives a shit if they’re no nonsense and no sweet apple pie. They are hard working detectives and handle a volume of cases most cops couldn’t fathom doing.

    Jose Lambiet - DO YOUR JOB and make the State Attorney’s office stop the madness. No crime, then there should be no case but they’re going ahead anyway. A reporter SHOULD be interested in the truth - are ya????

    I commend Vance or who ever the whistle blower is if he is right. If he is exposing an abuse of overtime or power, he should be commended for his bravery in coming forward! Not ridiculed as a rat! If he is making a false accusation then he should be fired. Who would have the balls to come forward if he is right. Instead it seems some on here would be happier if the officers continued to rip the city off of thousands of dollars. I beleive that is called grand theft which is a felony. If he or who ever is proven correct I hope the chiefs have the balls to give him an award in the council chambers for solving an in house theft ring. They probably dont want to honor a truly admirable act though, they would rather give two detectives an award for attending a funeral on duty time so they can gloat in the media for their self serving acting job.

    Everyone talks crap there. I mean come on everyone does it. Everyone doesn’t need to like eachother but Schneider and Galligan are who they are. Schnedier works hard and she is very good at child crimes. Sometimes I would see her on a rape case for 12 hours. If it was a legitimate case she worked it well. I mean come on people we are all not perfect but ya’ll are making them seem like they stole all our overtime. You all know we are under payed. It doesnt make it right but seriously people making fun of her weight. I can understand being pissed but let’s not make it a name game because of her weight. If it happened it happened. None of us are perfect. We should focus on the real issues then bashing her and making her look incompentent. Not everyone talks to eachother nice their should we start naming officers and superiors who call names or make racist jokes. Its always been black or white jokes. So let’s get over her weight. Kinda tired of people saying that. She could have been obnoxious but she did her job and we all know how many times she gets called out. I remember one week we had like three rapes and she was called out everytime. She is the only one who works these cases plus does other d-bureau work. I mean pople we could do alot better head hunting on the ridicoulous spending or why certain supervisors run the department like she is the chief.

    Everyone is naming Vance. Has anyone seen paperwork naming him as the one who gave them up. Second if arrests were going to be made then they found evidence. I am sorry but wrong is wrong no matter what you say. I am not going to sit here an dbe like “oh, schneider is fat”. That bears no relevance to what isbeing investigated. Lets get over that. As for Vance if he did then you know what he obviously felt that there was something to be investigated. Again if it were true arrests wouldn’t need to be made. I commend who ever did it. If more people spoke up about what was happening there then maybe some supervisors or officers wouldnt be there and we can start fresh and get teh right personnel in their, Some of these supervisors need to retired because they are hurting the department more then they are helping. Alot of officers are so disgruntled that the job isn’t getting done anymore. We all bitch and moan and then people want to act like they are so happy there. I am sure you have bitched and moaned but want to look like our department is so perky and fine. We all know whats going on because everyone always says some how some way we are getting screwed. We are way under staffed and going on the road with the less then 10 people. That is crazy with the call volume we have. We are lucky if we have seven people on the road. People it is what it is. We are falling apart as a department. The K9 porn, Officer Morris, now this. The community isn’t making us look bad we are. So we need to get new supervisors instead of just changing them around. I can’t wait to see Lt. Price or Lt. Freeman run a shift. We will be back in the news. More officers suing this department for Hostile work enviroment. You ever notice that our department get sued more by it’s employees then the citizens. What is wrong with that!! New mamngement.

    I am an officer who has worked with Galligan and Schneider for more years than most of you probably. Yes, Galligan can be a real jacka$# sometimes but he’s an honest cop. And Schneider is as Pops was saying… on cases just about 24/7. She’s been working those cases on behalf of children and rape victims for like 5 years and I don’t think there was a day when I didn’t see her called in. She is a quality Detective. Who gives a shit if she’s a bitch sometimes - everyone gets that way and you all know it. Also, cut the crap out of smack about her and Galligan. ANYONE who knows her in all of Riviera knows that she freakin hangs the f’ing moon over her boyfriend. Stop with that B.S. and Also with the Race shit… everyone talks shit with each other in jest. Stop walking in that direction because you know it has no merit.

    I hate these comment boards because they are just a venue for many disgruntled fellow officers of mine. Makes me sick. Be professional and stop airing your personal laundry with the DEPARTMENT and making it like it has something to do with this particular case. Schneider and Galligan work endless hours on their cases whether you like them or NOT. And if Does it even matter is correct - then they’re being unfairly targeted. And yes, many people are arrested on circumstantial evidence - you should all know that. Doesn’t mean guilty, just means they want to go ahead and find out the truth. Can we come together at this time. We should be rallying around our bretheren not helping the media attack them. Buck up and be professionals or keep your mouths shut.

    I’m on road patrol and call Det. Schneider all the time. We have to, she’s the only one who knows how to help us with anything to do with kids and DCF. Yes she can be abrupt at times but she’s usually sleep deprived and has been up for more hours than any of us can believe. She has always answered my call no matter when it’s been and she goes out of her way to make sure we’re doing everything correctly. She’s a good cop… period. No other Det. would touch the cases she works and everyone knows it. Get off her f’ing back.

    Galligan and her turned us around with the DCF and they worked hard to do so. We went from like the worst ever dept in those cases to one of the best. Had the two of them not put us in compliance and coordinated the teaching for the new rookies, we would have been screwed. We need to stand by each other now.

    @ inside scoop…. I hope you are not a police officer (which I am guessing you are) with Riviera Beach. It sounds like you have the grammar and integrity of a 5th grade student. All you so-called “cops” that are posting on here sound like a bunch of babies. “Ooo he made fun of me” and “Ooo he is an asshole.” Grow a pair and act like professionals. Unity and brotherhood in police work has been lost and this is the reason why. This is an attack on a senior member of law enforcement and his hardworking staff. Isn’t it a little ironic that they (FBI are being used for intimidation) are pursuing these detectives on the very thing they lack…..STAFFING. THESE GUYS ARE ALWAYS WORKING…24/7. Their jobs do not stop. Of course they are using overtime that THEY deserve and lawfully entitled to. To the so-called Whistleblowers: Worry about yourselves (especially now) and concentrate on doing the job that you are paid for. It is IA’s job to worry about these types of issues (not the FBI) and not yours. Someone else’s overtime does not affect you at all, which makes your attacks personal and malicious (God knows that you don’t give a crap about that city and its financials).

I.A. in Riviera are you kidding me? That is like asking their mothers to decide if they have done any wrong here. Nice try, no thanks, lets allow the outside agencies to look at this and make the decision. Does not matter what they decide cause hey if they find no misconduct then the whistle blower needs to be hooked and move on. by the way, poor staffing does not give anyone the right to not follow procedure or worse yet break the law. especially these guys who are quick to gloat for the media even stepping over those doing the real work to do so. Perhaps they should have blown the whistle on poor staffing and say we can’t do our jobs any longer. No the real deal is that whole agency has been under staff for years just like many others accross this country. However, that oes not give ANYBODY who has a badge the right to go above or around the law. NO EXCUSES PAL< thats the problem with cops today, they think they can do what ever the hell they want. That attitude gives us all a bad name. Figure out this issue and toss who ever is at fault out!

You don’t hear me convicting these officers or downing this department or I.A. You are…. You keep talking about theft and officers. Is there something that you know that the rest of us don’t, because like all people these two officers are innocent until proven guilty. Are you the person, or part of the group of persons that made this crap up with no morals to go behind your agencies back and do something like this. Since you seem to care so much for your agency, how is it possible that you agree to let another agency “look into this”, especially since no other department in the history of pb county ever had to be a victim like this and there have been many agencies with alleged incidents? Doesn’t seem to me that you truly care about this agency. You said that having a badge doesn’t give anyone the right to go above or around the law. i agree, but, in this situation, it doens’t appear to be. Are you saying these officers did this? Again, is there something that you know that we don’t know because we would love for you to share with us. You seem very preoccupied by the media situation. Did someone cut you out of a news conference or something? From what I hear, both did a lot of work; and i’ve never seen schnieder in the media. So this must have to do with Galigan and the fact that he was in the media. I don’t understand what can be your issue with I.A. What have they done to you, against you or for you? Are you ticked because someone didn’t get the punishment you think they deserved? That is probably it considering the subtext of your messages. Who are you to care what other people get or should advocate that others be punished? Inside Scoop, you need to look at yourself and make some serious changes.     If arrests were to occur then they do, didn’t realize that galligan is leaving ..that still doesn’t give you the right to convict these people or others on this website…to give you the right to disrespect other officers, with their names in text, that have nothing to do with this incident…No one is perfect and everyone has their skeletons in their closets, but, a lot of these incidents that you address are old, over and done with …why bring it up?     Ya, the pressure is forcing him into a early 20+ year retirement. How is that early? You are a moron inside scoop. You probably haven’t been there for half of that time and you think you have the right to input your opinion about the situation.
    It is a nice parting gift, though. “Hey thanks for trying to make a difference in a city that is otherwise hopeless for the last 20 years. Enjoy being maliciously attacked by some jealous piss-ant detective for the last year of your career.” What is the point of working in a city anymore with colleagues that are more concerned with what everyone else is doing INSTEAD of doing their damn job? It also seems the FBI hasn’t moved on anything yet. The state attorney and FBI are running on hopes and dreams with this. Don’t you think if they had some convincing evidence they would have already moved? They are probably spending so much YOUR tax money right now shoveling through paperwork and coming up with nothing. Kind of ironic isn’t it.
    What Needs to Happen: FBI/State Attorney needs to make a move. Either admit that you messed up and took some really bad information from a person(s) that has a personal vendetta against Galligan or go forth with you “allegations” and arrest the guy. To everyone that doesn’t like the Harris crew, why don’t you let them know personally? I am sure they would be glad to hear your concerns face-to-face rather than through a computer screen and then behind anonymous username.

    LT. HARRIS said he was going to kill me. i won the case. in judge poreze chamber. me and my wife moved in 2007 Addie green the commisioner asked me how much money i want from the case. i did not give her an answer. currly top should be punished.
