Delray Police chief, sergeant, under FDLE investigation

The Florida Department of Law Enforcement is investigating whether a deputy chief at the Delray Beach Police Department interfered with his own cops in incidents involving his sons.
The FDLE is also looking at accusations of official misconduct against the sergeant who arrested one of the kids. He is accident homicide investigator Vinny Gray, and has since been reassigned in what he says is clear retaliation.
Deputy Chief Ralph Phillips, a 26-year veteran of the 150-member police force, confirmed to Page2Live that an investigation is underway.
Phillips declined to talk about the details. DBPD Chief Anthony Strianese and City Manager David Harden didn’t return calls.
According to a document obtained by Page2Live, Gray invoked the whistleblower protection act to prevent retaliation when he faxed a letter about Phillips to Harden last month.
“Deputy Chief Phillips has been using his official position and authority to secure more favorable treatment of his family by law enforcement,” Gray’s later starts.

According to the missive, Delray cops started experiencing trouble with Scott Phillips, 19, the chief’s oldest son, in 2007. On July 10 that year, Gray wrote that his night crew found Scott and a convicted felon named Dustin Inman street racing. Both allegedly tried to flee but eventually were caught.
After the deputy chief arrived at the scene of the capture, Gray wrote, Philllips got in his son’s truck and drove it home. Scott Philllips wasn’t charged.
Inman, meanwhile, was arrested and charged with fleeing police. His car was impounded.
Six months later, the state attorney’s office declined to prosecute Inman, according to court records.
Then in February, according to Gray’s letter, Scott Phillips allegedly tried to ram a Delray police car during yet another pursuit that also involved Boynton Beach PD. This time, Gray alleges, the deputy chief asked that he change the incident report. Gray refused, and Scott Phillips pleaded guilty to charges of attempting to flee police and hit-and-run. He was sentenced to two years probation and 100 hours of community service, court records show.
Then in May, it was Chief Phillips youngest, Jeffrey, who was pulled over. According to Gray, Scott was driving 30 mph over the speed limit. When he was notified of the stop, the deputy chief allegedly ordered his son’s release with no citation, no warning or incident report.
Finally, three months ago, Gray added, Scott Phillips was chased on foot by a private security guard at an undisclosed Delray location. Once again, Chief Phillips showed up as his officers considered criminal trespassing. No charge was filed. Scott was still on probation.
Gray ends the letter by claiming that his career took a nasty turn after he arrested the teenager.
“Things are not as they appear,” Ralph Phillips told me Tuesday. “The outcome of this investigation will be very different from the story.”

First of all, I have worked under Sergeant Gray and he is such a racist. He treated me like dirt and always so eager to arrest blacks/haitians citizens in Delray. In my opinion he is just mad because he has not yet been promoted. As far as Deputy Chief Phillips, he is a well like officer in the community.The only thing Gray is good for is DUI. He has been in Delray for nearly 20 years and if you survey the community about Gray, 90 percent will not be in his favor. They should get rid of the racist cops in the city of Delray Beach Police Department including officer Duarte.

This is a very dirty world. There are so many evil and just pain wrong things that occur everyday. Im not saying either of these officers are right but because the system is so screwed, does Gray really have a chance by publicly noting this, maybe not. What people fail to realize is that all we have is God, he will fight our battles, one by one for us, and punish those who need be, whether its Gray or Phillips.
As for his son, when something happens to his behind, God forbid, he’ll learn
I smell a rat. How did the case with the other person wait for six months before the SAO decided to drop it? If the police report was not clear that it was two people racing, then what did the report say? If the report did not point to another person, then why?
I hope Sargent Gray is fired. Like I say, how can you find crime in another neighborhood, when you (Sargent Gray) said “Good Morning” to crime (your sons) and let crime (your sons)off the hook.
If Sargent Gray cannot see and control crime right under his nose, is he really a useful police officer or a racist (see previous post)on the streets.
If you get a traffic ticket and choose to go to the ‘classes’ in lieu of a fine/record, I challenge you to do a poll and see if ANY relatives of law enforcement are there. So-called ‘professional courtesy’ is a way of life, and our own version of the corruption we condemn in third world banana republics. If you are related to a cop in this state (in any state) you get off scot-free in this country. If 2 people were street racing….explain why the Police Chief drives one of the vehicles home ( his son’s) and his son is not charged while the other racer has his car impounded and sits in jail for 6 months before being released for non-prosecution?

What we have here is a frustrated police officer who is trying to blame others for his failure to advance his career. Deputy Chief Phillips is an asset to our community and his dedication to the people in it goes without question. this is a career officer who embodies all of the qualities that should be in all officers and at the forefront of those is his integrity.
Delray either has Dirty Haitian Cops or Dirty Upper Brass. It appears that the Police Chief or the City Manager doesn’t have control of one of the most important departments in the city. Get rid of the Police Chief and the City Manager. Turn the Police Department over to PBSO.

Was the other driver’s father allowed to drive his son’s vehicle home? NO. He got six months in jail waiting to be released without prosecution.

When is enough, enough? Parents should not protect their family when their family members are breaking the law. One run in with the Police can be a misunderstanding, two or three incidents….sounds like a trend. I can understand protecting your family, but once your child turns eighteen he or she is legally an adult. So ANYONE who uses their authority to protect family members from the justice system a system whose laws you swore to uphold should be stripped of their rank. YOU want to help your children get them a good lawyer. Stay out of it and don’t turn on your subordinates because your child acts like a criminal!

I am shocked at what I have just read. There are individuals posting that either can’t read or have an agenda. I make it my business to be involved with Delray as it is my livelihood.
This story is appalling. If it is found to be true, which I believe should be fairly easy to check into, then Deputy Chief Phillips SHOULD by all means be fired. I would expect better from the people in his position. I understand wanting to assist your children, to a point. However, when they are adults and endangering others then its going too far.
As far as Sgt. Gray, some posters have made some childish statements. Why is he all of a sudden a racist? Everyone involved is caucasian. Thats quite the stretch. He’s a disgruntled employee? I do believe that this would be quite the fabrication for someone who is disgruntled and fairly easy to find out if it is fabricated.
I happened to have had several dealings with Sgt Gray over the years. Personally I have found him to be very polite and professional.
Lets see how this plays out. I have a feeling, after reading this article, that Gray will be found to be telling the truth.
When the kid was coaught on foot by the security guard. He was going from car to car looking for unlocked doors so he can steal the property in them.
This same kid was caught on a his neighbor’s survielance camera’s trying to open car doors in the middle of the night. Scott Phillips is a menace to Sabal Lakes(where he lives). He drives his V-8 powered Ford pickup at high speed and goes around tearing up the lawns and laying rubber on our roads. You can still see the rubber on the streets.
Sgt. Gray is fine dedicated officer who was in charge of the DUI unit. It sounds like the Deputy Chief has children he cannot or will not control Time for him to take the buyout and move on.
Sgt. Gray is the PBA rep. for the dept. and has had some clashes with the top ranking bosses.
Have to agree with comment by Delray Business Owner. Let the cards fall where they may. It should be easy to check the facts so long as those checking are not being influenced.
This kid sounds like a real problem. Seems he’s crying out for attention. Maybe Deputy Chief Phillips should spend a little more time with his son when he’s not getting into trouble, and a little less when he is. Reward good behavior, not bad.
No one commenting so far knows any member of the phillips family from what i can see so far. So how can you be so sure that this is what really happened? sounds like someone is upset they were demoted and wishes they had the chiefs position.

All anybody has to do is go to the Police Department and request the records……all of them including personnel files. They are public record…be sure to check out high level admimistrators….their files seem to be the most colorful.

Why is this even in the news? Who gives a rat’s ass if some cop gets his kid out of trouble? Parents pay large amounts of money to lawyers every day to get their kids off the hook. I think the biggest problem is that the State Attorney and his Assistants did not charge this little miscreant with felony charges of fleeing and eluding and resisting arrest with violence. Respectfully, it goes to the character of the individual, the duties these officers have to the public and the oath they have taken to protect all citizens.
Hypothetically, if the son of this poice chief mowed down your loved one in a street race or shot you in a robbery attempt, my guess is that you would have a very different opinion, especially if this same individual was let off previously over and over. You’d surly give a “rat’s ass” then.

I am a former D.B.P.D. Officer who left for another agency. Delray Beach is a great city to be a Police Officer as it is busy and you receive alot of experience very quickly. The training and equipment was first rate when I was there. The only reason I left was for better pay and benefits for my family. Current officers will know what I mean.
To the negative posters about the department I will tell you that no agency is perfect. D.B.P.D. has some of the best cops in this county due to fact they deal with a lot real crime on a reguler basis and as such become seasoned faster then some slower agencies.
During my time there I had the privilege to have at that time Officer Gray as one of my training officers. Now after I read this arcticle I felt obligated to post the following.
Sgt. Gray is the most knowledgable, hard working, honest officers I have ever met. I learned more from him about this job than any school or call I ever went on. After several years most veteran cops learn not to rock the boat or fight city hall, myself included. Year after year Sgt. gray refused to do this, stood up for brother officers in everthing from I.A.’s to union contracts. As such he made powerful enemies of some of D.B.P.D.’s upper command staff.
Sgt. Gray who could easily have been promoted had he played ball and not rocked the boat. He has had to fight for everything he has. Many D.B.P.D. officers owe him their current salaries, rank, and very jobs as he fought against command staff numerous times. Police Officers, Lawyers, and even Judges have called upon him for everthing from expert testimony to information on how to work a tough case.
To all citizens who read this board remember that the only reason you are reading this story in the paper is that Sgt. Gray would not let this Cheifs son get away with what he did. His life would be much simpler had he just let it go. The only thing Sgt. Gray received for bringing this issue up was more stress in an already stressful profession.

I am biased and will admit it. I am a friend of Sgt. Gray as he has proven time and time again to be honest and faithful when it’s not convenient or politically correct.

To: Former D.B.P.D. officer: First of all, no one would expect you to say anything negative about Sgt. Gray because you are his friend, and as you’ve said - you are biased. If Deputy Chief Phillips is guilty of what he’s accused of doing, then it’s wrong and it should be dealt with accordingly.
Very sad when an honest policeman receives retaliation when blowing the whistle on corruption from senior officers committing crimes. Gray should receive a medal. I hope Gray sues their pants off for the harm he received for exposing police corruption. Phillips should be fired, and sent to prison.
Does anyone know the punishment that his son got? He paid fines over 5,000.00 dollars and many sactions such as 6 mos no driving, 2 years probation and more because his father did not step in, but of course that is not stated in the article. The kid was given more punishment then a drug dealer so let us all look at the truth the father did not interfere. In fact his father and mother let sargent gray into the house the night of the incident and let him question their son while they were up stairs in their bedroom and did not interfer with the questoning, so what did they do wrong?

This kid was caught by a security guard in a gated community near his home in Delray Beach. The police were called and Scott was handcuffed and put in the back of the police car. Ralph Phillips came on seen, and basically took his son out of custody and made it all go away. This kid has no consequences for bad behavior. Maybe the Deputy Chief should leave the job and try to change the direction of his son’s life on a full time basis.
Like the corrupt,crooked out of control politicians in this cesspool so are the police. Add another scoundrel to the pile.

Chief Phillips needs to stop protecting his kids and let them pay the consequences for their bad decisions. Just to clarify some misinformation in JL’s article…Dep. Chief Phillips has been on the job 26 years at DBPD, not 16 as reported by JL. Dustin Inman is the son of former DBPD Sergeant W. Inman, who is now currently a police officer at PB County School Board PD, which was left out of the article.

Apples usually don’t fall too far from the tree.Ego cop has ego son who collectivley feel they can do whatever they want.It’s ok for Phillips to arrest someone else’s kid, but his kid, no way!He obviously operates above the law and why the hell have his superiors not noticed anything or acted against him in the past?! They should be under scrutiny as well. It doesn’t say much for their detective ability when their subordinate is acting criminally with tons witnesses within department. The cops who were part of this and failed to speak up should also be scrutinized. They had knowledge of a crime and suppressed it. Sounds like they operate with a DBPD against everyone mentallity.
I know the Phillips family, they are all very good citizens. Yes there can be problems with kids, but I know these kids and they are OK, but unfortunatly some kids make bad choices. When you are in a position to help your kids you should, and Dep. Chief Phillips did the right thing within the law, he was very careful to make sure that whatever he did was within the rules. The officer at fault was Gray. He must have been very jealous of Phillips and concocted a false story as to what had happened to cover himself.
Rosie, if Sergeant Gray lied about the circumstances regarding the arrest of Asst. Chief Phillips son why would Phillips plead guilty and not take it to trial. Wow imagine that, take a cop to trial and challenge the facts. You see Rosie that is what should have been done. To plead guilty to what some people would like you to believe are lies…..that is just stupid! I know if I was a defendant falsely accused I would have my defense attorney attack the credibilty of the arresting officer NOT plead guilty!

As for all the Phillips supporters out there, better check your facts. If Gray was a rogue cop, he’d be silenced and fired without hesitation. He has too much to lose and NOTHING to gain by making false or inaccurate accusations. What would be his motive?

In reference to the previous comment, you will be very disappointed when the truth finally comes out. No higher ranking officer should ever use their power to intimidate lower ranking officers. This was clearly done on several occasions and is totally unacceptable. Sgt Gray was doing his job when he investigated the fleeing and eluding case against Phillip’s son. Officers could have been killed that night that but what does anyone upstairs care. Sgt Gray will prevail in the end. He is a good sergeant who is not afraid to do the right thing regardless of the consequences.

I know Ofc. Gray and I know the city of Delray Beach police department politics. I know personally that most of the higer up brass are good people. However, there are quite a number of them that have and will continue to use the power and influence of their position to get what they want. And if you are an underling and get in their way, they will do what it takes to crush and ruin you. i too am a retired Delray Beach police Officer with over 100 commendations but after my experiences with Vinnie Gray i chose to retire instead of working under him. he has no leadership skills and should have never been a Sgt. i hope Ralph Phillips prevails.

Yet Chief Ralph Phillips in Delray has involved himself with 8 criminal acts of various cover-ups and the people of Delray Beach still allow him to remain in office. Wake up Delray Citizens!! Rid this Police Department of corruption.
The good news is FDLE will take corrupt Phillips out of office because nobody in the Delray Beach City Government has the balls to do it.
Chief Strianese should become a leader and ask Phillips to resign before he is criminally charged.
Let’s see, Asst. Chief Ralph Phillips, and Sergeant Vinny (DUI) Gray - 2 well known, well respected, officers who have served the City of Delray Beach for more than 20 years. DBPD has had it’s share of problems over the years, I was one of the boys in blue. This is a no win situation for anyone involved, Gray, Philllips, or the City. Both have the time necessary, and should think about retiring. Why drag each other through the mud? Being a cop is tough, decisions are made at the drop of a hat, and you have to live by them right or wrong. It’s time guys, look on the other side of the fence and move on o bigger and better things. It would be best for all involved
The public will never know the real truth. The good old boys club is back and stronger than ever before. After we finally got rid of Chief Kilgore the department continued to get better and better. Chief Overman took it to highs the City never thought were possible. DBPD was “the” department in all of Palm Beach County, no one could compare. Then Chief Schroeder did an OK job keeping us a float. Then when he left, for some reason, the city only opened applications to “in house”. Well when you are the only one person that applies I guess you win by default. Hence, with what we have now, the good old boys club is back in full swing and stronger than ever before. One lies and the other swears to it. Assistant Chief Phillips is one of the dirtiest cops I have ever had the displeasure of knowing. He is the one bad apple that will spoil the whole bunch, and he is proving that, in house has known it for many years, but now the public can finally see what that monster is capabile of. Time for Delray Beach to do some much overdue house cleaning.
I think all of you have too much time on your hands. Why don’t you worry about your own life, I know you got problems. As for the cops, Phillips did what all parents would have done, helped their kid. But when the kid went too far Phillips did not help him get out of trouble; no, his son was punished more then a drug dealer would be. Isn’t that fair enough? He is a kid just out of high school and I know none of you are perfect. So let the person who is without sin cast the first stone. You can’t and neither can Gray. So leave this family alone. What’s done is done and let it be.

I live in Sabal Lakes, the same neighborhood that the Phillips family lives in. I’ve seen Scotty and his buddies still creeping around late at night since he was sentenced. There is absolutely no good reason for these young men to be going from driveway to driveway and going through the unlocked cars.
i personally think scott phillips is a messed up kid who commits alot of crimes,drinking and driving,trespassing in our neighborhood pool and drinking and being loud,and plenty more im guessing.he should be thrown in jail and his dad should be fired.they are a worthless piece of shit family.excuse the language but that is my opinion.

And Mr. Harden, come on sir, protocol calls for better treatment of Seargent Gray based on this matter alone, if this article is acurate. Please, make certain Mr. Harden-that Officer Gray knows you shall do the right thing; which would be to not allow any officers to stretch the laws for their kids. Now, when the kid rams a patrol car, and takes it to the next level, officer Phillips maybe better get some help for his kid, and not blame officer Gray. My goodness what kind of bosses are you anyway?

Chief Phillips has constantly illicted sex from many of my gay friends. He is always pestering us to suck us off and begs us to pee on him. Sometimes, when we refuse, he threatens with arrests and handcuffs us. He then has his way with us while we are still handcuffed and unable to defend ourselves or get away. One time, when he handcuffed me, he took some clothes out of his patrol car and changed into them. He dressed up like a ballerina and put both his hands over his head and hopped up and down while trying to flit his feet back and forth. He kept yelling at me “I’M A PRETTY BALLERINA, I’M A BAD BALLERINA” over and over again. Finally, he only agreed to let me go if I promised to take a dump on his chest. When I agreed, he squealed like a little girl and got an amazingly huge boner that could easily be seen from under his pink tutu. When he uncuffed me, I ran away as fast as I could. He traipzed after me crying and screaming and yelling “…BUT YOU PROMISED”.
This man is pure looney bin crazy and evil and must be stopped at all costs.
Scott Phillips was arrested again(8/11/2010) for resisting arrest and possesion of drugs. This happened in Broward county. Let’s see if if Deputy Chief Ralph Phillips can prevent this from being a violation of probation. I see that the arrest has been removed from the Broward Sheriff’s website. Can you say “COVERUP”?
