PBSO to cut staff, starting with higher-ups

For the first time since the economy went south, the Palm Beach Sheriff’s Office is looking to cut staff through buyouts.
And Sheriff Ric Bradshaw intends on starting with upper management.
Right on time for Christmas, Bradshaw’s office sent out 117 letters to personnel above the rank of sergeant with more than 20 years in the agency to ask if they’d be interested in a buyout.
As of yesterday, 62 employees — lieutenants, captains, majors and their civilian equivalent — responded they’d be willing. The salaries vary between $105,000 a year to about $160,000, plus benefits.
Bradshaw, however, didn’t include buyout details, nor did he reveal how many bodies he needs. But if there aren’t enough volunteers, he could extend the offer to the ranks of sergeant and below. There’s no word yet on whether the sheriff would force anyone out, but the agency may have to come up with as much as $50 million in savings.
Palm Beach County Administrator Bob Weisman said the county may have to slash its budget by $100 million. And he told commissioners that it’d be fair for PBSO to absorb half.

“PBSO’s total budget is $490 million,” Weisman said. “That’s $200 million more than county government. County government has more employees (4,500 to PBSO’s 3,000) but he (Bradshaw) pays his people higher salaries. Buyouts could be a good idea, if he doesn’t replace the employees who leave.”
Said Col. Michael Gauger, PBSO’s second in command: “We haven’t formulated anything yet. We do need to save.”
Gauger said that the buyouts aren’t a way to “clean house.” Contrary to other incoming sheriffs who’d demote or move along staffers as soon as they were sworn in, Bradshaw had kept many of the same people in place when he took over in 2005.
“It’s not a house cleaning,” Gauger said. “Some positions will not be filled. But for some positions, there are many with a lot of potential waiting in the wings.”
The buzz about the buyout package is that the current salaries of the volunteers would be paid for two years, with a lifetime of free health insurance. That has made some in the rank and file grumble that they, too, would like buyouts.
“I hope the sheriff will open this to the sergeants and deputies,” said union rep John Kazanjian. “But I’ve heard it’s going to be one year salary with health insurance.”
The norm in the private sector buyouts usually has been two weeks of salary per year worked in a company.


Instead of buying out the old dead weigh why doesn’t PBSO relieve each offier who is overweight and is not physical fit.
It is a known fact that being unhealthy increasing health care coverage. And we all know who costly health care coverage is….
I’m sure this will turn into a scam. I can see it now, the officers accept a 2 year but out and in 1.5 years they are hired back at a higher salary or then given jobs as “contract” employees making more than they did before.

This is one of the best deals out there folks. The Sherriff sounds like a wall street CEO. Two years pay, health care for life plus one of the best pensions out there, all at a time when you can’t buy a job around here. I would say that by the time The PBSO starts to realize a savings the Union contracts will be up for renual, all the old positions will have been filled and they go crying to the taxpayer for even a bigger budget. And that is the sad part, when the Sherriff cries the county commissioners get out the check book instead of a tissue.
The school district did a 10 year buy out of administrators which turned out to be a BAD deal! This sounds like much the same.
There is NO guarantee that Bradshaw, who doesn’t want to be under the county’s ethics Inspector General, will not replace these positions once the 20 yr vets take the buy-out. More people to fill those admininistrative position and then the wail will go out…we need to hire…give us MORE MONEY.
What about the police take-home vehicles that are used for personal errands, shopping, dropping their kids at school, chauferring the family throughout the county, dining out, by police officers? Get rid of that policy.
We, as taxpayers, PAY for those cars, the gas (piddling $10 cops contribute),insurance and up-keep PLUS the cops own personal vehicles have reduced mileage (and they pay less insurance) because the cops USE their cop take-home cars for personal activities.
What about overtime? What is Bradshaw doing to reduce that budget leakage?
The taxpayers get screwed. County commissioners CUTS have got to be made.
I do support cops, I do believe they need good healthcare and put their lives on the line DAILY, but I don’t want to be taxed to bankruptcy by the police department.

Kathy you should realize that deputies are not allowed to take their car out of county and DO pay for fuel. A flat sum is taken out of their checks each month. Many of these deputies (my husband included) also stop for accidents, emergencies and stop that crazy driver all while they are “driving around off duty” all while not getting paid. So next time you decide to comment on a matter you know nothing about, think twice.

Studies have proven that maintaining the cars internally is more expensive and there is a higher turn over rate on those vehicles. Know your facts before you start making statements like that.

(Just a note: I’m a teacher and at 20 years I won’t even come close to making what the people who are being bought out make. However, let’s compare what they make to what people in the private industry make. I read an article about a woman who was struggling because her average $14,000 commission check was less due to the economy. I’ve never even come close to having a check that large.)

Many Deputies are making hundreds and thousands of dollars in OT, just look at all those Deputies arrested 2 years ago who frauded their own office and signed up for all that overtime.

I think the Sheriff should cut his budget in half , let go of all staff that are not deputy’s . The deputy’s and payroll is all you need ….the county comissioner’s are all too scared to force the sheriff to do the right thing his budget should be half of what it is now. Many deputies do in fact live outside Palm Beach County and drive their PBSO vehicle back and forth - with you the taxpayer footing the bill. And yes I’m sure that deputy with his wife and kids in the car is going to respond to an emergency…..

What do you mean that Bradshaw didn’t provide the details? By Florida law he must provide anything via a public record request. Was the PBP too scared to request this information from the Sheriff? The PBP seems to have no problem in requesting this type of information from the County (Bob Weisman).

It’s wise what they are saying they are trying to do. I t has always been crazy to me - PBSO gets money annually (raises), and other county agencies do not. I understand we need law enforcement, but we also need many other county agencies (i.e. water utilities), but budgetwise, we would not know that. Share the love and money PBSO. Don’t see much you all are doing anyway; especially in the Glades area with all the unsolved murders.

The PBSO is a political force and politicians know it. This agency has to be full of desk jockeys and unproductive workers that have too much protection from the unions. Is there anyone,outside of Bradshaws inner circle, that can truthfully state where are all the employee’s deployed? Bradshaw is not a “cop” but a power hungry ass kisser who will sell his soul to remain important. I have read that some of his employee’s aren’t even where they are suppose to be. The taxpayers of this county must voice their views to the Commissioners that we had enough of Bradshaw and his puppets. I chose to be a firefighter making $18,000 annually when I got hired. (1988) Then became educated in pre-hospital medicine, administering medication and performing the same procedures that are done in an e.r. (Yes, that’s what we do believe it or not). This section isn’t large enough to mention all of the other things we do in our profession. A majority of citizens went to a 40 hour real estate or mortgage broker license class and made in many cases $30 to $50,000 per sale to drive someone to a house and sign a 1/2 hours worth of paperwork at closing. Now things changed and FF’s and PD are overpaid? I guess it’s true, MISERY ENJOYS COMPANY.
The thing that amazes me is what happened when those realtors and mortgage brokers were making all of that money? What did they do with it? I’ve heard so many stories of those people and the kind of money they were making and now don’t have a pot to piss in. HOW IRRESPONSIBLE!!
Crime is not going down. Crimes are getting more violent and the PBSO personnel are risking their lives everyday to protect you and I. We should support PBSO and the work they do. How many times a day do you put your life on the line for a citizen?

Firefighters and Police are overpaid and that is a FACT. Taxpayers cannot afford to keep forking out these high dollar salaries. Paycuts and lay offs are needed. Lets put the budget to a vote, majority of the public has been told to cut back and yet we wonder why we have to cut back, and Law enforcement / fire rescue keeps spending money like it grows on trees.

When do the PBCSO ever protect anyone? If a crome occurs they show up hours later to hand you a card with a case number. You never hear frm them again. Has anyone really been protected from a crime or had a crime in progress stopped. With the size of thier budget why is the response time so long. They all seem to have a chip on their shoulder and act like they are doing you a favor by doing what we pay them to do. Ever noticed several sitting together in parkings lots for hours with the cars running, are they out protecting you? I think we would be just as safe with half the number of deputies! What a waste of taxpayers money!!

I am a retired NYC Police Officer who retired in the late 70’s. I am here to tell you that a police officer is on combat patrol 24/7. He/She caries a gun and answers calls, stops vehicles and investigates crimes as a result for calls from citizens and non citizens alike. They are also held accountable for the work they perform.
Most of you had the opportunity to apply for and work as a police officer and though the idea a bit risky.
They are there for you and you should be there for them.
They are not paid enough for what they do.

So I heard yesterday that they are getting Two (2) years pay and Medical. So we will have to make due with less cops for the same money for two long years so the fat cats can get paid. It will save us some money. They will not have police cars that they drive their families around in with our county gas.
No deal in government should ever include more than six(6) months of pay and medical. Oh and to you young parents, do send your kids to Medical School, you and your kids will be paying for years and many of our PBSO make more than Doctors anyway. Do what lil bradshaw does, be a cop than steal from the public (they call it pay) with 6 months at the Police Training Center. I bet most of you don’t know how many cops are making over 100k.

Maybe you should ponder this, our service men and women are placed all around the world in real harms way, for around or less than 20k a year, they don’t take their kids to soccer in police cars, speed at will, and go to “Police Friendly” restaurants.

Everyone is upset over the wrong issue. For the most part, with a few exceptions, we agree that the road cop or deputy deserves his pay and we appreciate when they show up to solve our problems. The problem is, as I see it, that there are 117 people in the sheriff’s office that are not responsible for patroling our nieghborhoods. And, thats only the number that were offered the buy out. God know what the total number is. Why are there so many high ranking officers when cops and deputies say they are short handed on the road. Something to look into post.
So, PBSO needs to cut its budget drastically ? Start with re-assigning certified personnell from the speciality units, desk jobs, (Sgt G.A.) and those certified working postions that could easily be filled by non-certified personnell. Thus no “new hires” needed right now. Take home cars ? Take away assigned vehicles from the employees that dont require them (Corrections, H.R,, I.A and more).That would definately reduce gas,maintenance and insurance costs. It’s so obvious that all of the negative comments are coming from people that have absolutely no clue what being a Deputy Sheriff is all about. I hope you never become a victim of a terrible crime. I hope that your children are always safe and never abducted, raped or murdered and I truly hope that you never really need a Deputy Sheriff. But when you do and the Sheriff’s Office takes care of you, solves your crime, puts the offender in jail….maybe then, you’ll understand what Deputies really do. PBSO personl both deputies and those high paid folks who do not have police powers carry no weapons all take their tax paying vehicles home out of county…just travel the turnpike or I-95 north and count them…its a rip off….this needs to stop….and the buy out should include you can not come back to any state or county position for 5 fives..then see how many take the buy out…just count the number at the PBSO who already have retired and are back making big bucks!!!!

I would like to know how many buy outs this Sheriff must have during his term in order to reduce the budget. As I recall this is the third buy-out, of upper management, to reduce the budget. Every other time he has replaced the positions he bought-out. Why should this time be any different?

I think sheriff useless should take over more cities and bankrupt the county even further. In his quest to become more awesome and powerful this sheriff has bankrupted his budget and now has to do buyouts. I think this is criminal. The lake worth merger is a joke. I think the buyouts should be pass down to everyone who have over twenty years in the sheriff office.The reason is(1) Most Deputies is making about 85,000 to 100.000 plus.(2)Correction officers and Law enfocement will need health Insurance for life also there spouse.(3)Because the Officers life expand is (58)years old.(4) All THE SHERIFF DEPARTMENT have to do is take a life insurance policy out on every employees.(5)ITS VERY VERY RARE CORRECTION AND LAW ENFORCEMENT LIVE FIFTEEN YEARS AFTER THEY RETIRED.
