PBSO spells out brass buyout deal
It’s a deal some can’t refuse.
But it’s one that many may ignore.
Sheriff Ric Bradshaw, who staring at $50 million in cuts for the next fiscal year, has made his offer to 117 employees who told him they’d be interested in getting a chunk of change to leave.
In letters sent last week to lieutenants, captains, majors and colonels with more than 20 years on the job, PBSO officials spelled out their offer: two weeks pay for each year worked, capped at one year; a hefty contribution from PBSO toward health care premiums; and some in the upper ranks would get a lump sum equivalent to twice their unused annual leave, which could amount to another to six months’ pay for some.
While the sheriff’s office didn’t comment, PBA union rep John Kazanjian called it “a decent offer.”
Still, he’d be surprised if more than 12 employees take it.

The economy, said Kazanjian, may convince many of those eligible to stay on the job.
“If you’ve been at PBSO for 26 years or more, I’d say you need to take it,” Kazanjian said. “Less than 26 years, it’s going to depend on your investments.”
As for health care, Kazanjian said those leaving could get about half of their family’s health care paid for by PBSO.
“If you’re single, whatever PBSO contributes will cover the premiums,” Kazanjian said. “If it’s for an entire family, then PBSO’s contribution will be about half.”



Why doesn’t the Sheriff think about cutting out the Mounted Unit, do we need horses at this time? Deputies can use 4 wheelers. All that money for stables, feed, vet care, transportation! When is the last time you heard a Deputy on horseback caught a Burglar?
Lets also eliminate take home cars. I see PBSO officers that live in Port St. Lucie. Why should my tax dollars pay for the gas so they can take their tax dollars and spending outside the county. Make a rule that if you live in PBC, you can take a car home. Outside of PBC, you pay the gas, or you use your own vehicle.
I say cut ALL who have earned either their salary or close to their salary in overtime.
Stop the take home cars so I can stop seeing the cars at ULTRA (a fine beauty store on 441), Publix and dropping off children to school.
Get rid of the officers who have numerous use of voice complaints.
Get rid of the officers who have sex while on the job with other officers/citizens.
Oh that leaves five officers. Budget complete!
I agree with the previous comment…there’s more Sheriff’s cars (off duty) on the road than Toyotas. Stand on any corner and count’em. I have to drive my car to work why can’t they?? Why does old Rick need all the toys he has? Hot rod unmarked Dodge Chargers, Helicopters, Jet Skis, motorcyles…he’s got more toys than an Arab Sheik. It’s time he drops the tired “gangs are over-running us” speech and address his over spending and the corruption in his dept.

As a certified LEO, I think the state, the cities, the counties would save so much and create more jobs if they stop “the take home car program”. You take your cruiser home only if you live in the city or the county you work within, otherwise, use your own vehicle. Troopers are only allowed to go to work and return the cruiser back to their home drivaways. No such thing as going to Publix, going to the mall. For a fact, I even know a few city officers and deputies that have taken their cruisers to night clubs and even strip joints. As leaders we need to stop being selfish.
Eliminate the take home cars. I also see cars with family members in them, cars that have individuals that look like they are going golfing. Eliminate some of the so called “toys”. We have to pinch, they should too.
All the complaints about LEO’s driving their take home cars while off duty and spending your tax payer dollars, did you know that they deduct a gas fee directly from their checks? To answer that yes they do. To have marked units on or off duty on the road is a deterrent to crime. They are responsible to act even if they are off duty. An LEO are always on duty 24 hrs. These guys put their life on the line everyday. How many of you on here that are complaining, go to work everyday and face threats like LEO’s? You dont know if you are going to get shot. When you leave the house you dont know if this is last time you will see your family. If you dont like it become and Leo or move to a third world country.
With all the new Trafic cameras and Monitoring now being implemented There needs to be a 75% reduction in the Sherifs Deputy’s and hire 25% more Traffic Aides.
My friend is a deputy and he pays a certain amount for gas out of each paycheck, and since he lives out of the county he can only take his car to and from work. But on the flip side he is on call 24 hours a day and doesn’t get paid to be on call, only if he gets called out. For those “cop haters” not all officers have sex on duty and have “voice complaints”, you just never hear of the good things officers do because the general public just likes bad news.
Only in florida are the people so stupid to allow the Sherrif to give his Deput’s vehicles to take home! Just do the math and think how having a vehicle used for three shifts instead of one? THATS A SAVINGS OF 2/3!!!
Why can’t overpaid double dipper Bruce Pelly take a pay cut to help fund the PBSO, surely he can afford it. The county cries for funds but turn a blind eye to overpaying stuffed shirts like Pelly who make way too much money and have way too many benefits. How many jobs even have pension anymore? Little alone getting paid $70K for unused sick and vacation time? Where can I sign up for this?
Take home cars need to go.. besides fuel what about all the ware and tare, tires, brakes, fluids, plus all the extra millage for family use.. enough is enough..

I Agree the Sheriff doesnt care, then what happens is your safety is in the hands of the Lowest bidder. I’ll be if I rely on them. They should cut back or they want bailout money. First of all, there is no need to be so mad at each other here. We are all citizens in this state, the counties, and the cities that we are living in. We all need to be responsible including the people that we have elected. We are all aware of what LEO’s face on the regular basis. However, take home cars must go for the non county residents. Also if you have a car you must not transport your friends and family members using the tax payers money. I bet if the police departments and the sheriff office create rules on take home cars, 90 percent of officers would drive their own vehicles to work.
If the sherffs department needs to cut 50 million why are they offering such an obscene buyout package to the colonels, majors, captains etc. Lets see maybe because the very people who decided on the buyout package are the ones that will benefit the most from it. The taxpayers should want to know exactly who sat in on the meetings to decide what the package would include…..could it be the same overpaid executives who’ll benefit the most? Sounds like echos of Wall Street gluttony.
A wise man once told me: If you have a law-abiding citizenry, you will only need a modicum of law enforcement officers. If you have a law-breaking citizenry, you will never have enough law enforcement officers.
As a society, we need to stop looking at traffic laws as challenges to be broken. Those rules are there for your safety: speed limits, right on red AFTER STOP, signaling lane changes, and just being patient when the traffic is heavy. If we would do this, our accident rate would go down, our insurance rates would also drop, and Palm Beach county would become a more pleasant place to live and work.

For all the people who think us deputies are a bunch of on duty sex having, suspect beating, rule breaking morons, how about you go to your local sheriff sub-station and request a ride-along with a deputy. Try it on a friday or saturday night in Westgate or Belle Glade. Take the time to see exactly how many of us work our asses off every day to keep your streets safe for your children and families. And then, when the convenience store you’re in gets robbed and you get shot because there was no green and white outside to deter the robber, i’ll be sure to use my sometimes reliable cell phone to call 911 instead of the handheld radio i’m required to carry when off duty in my take home car. You people need to think twice and look 3 times before you open your mouths about how good we have it. The reason you don’t hear about hundreds more burglaries and robberies in this county is probably because the perp pulled up, saw a green and white, and decided to go home instead.
Require PBSO officers to RESIDE in Palm Beach County!!!!! Reduce salaries 10% across the board, increase healthcare contribution from employees, reduce retirement salary %age. Tough times require tough measures. Oh, the Fire Department has to do the same.
Just put all the PBSO’s in a BIG saloon with their loaded guns, and an “Open-Bar” (free liquor) and let them get drunk, fight, and shoot each other to death. It would eliminate all the bad target shooters and reduce corrupt, overpaid fatso’s.
This will be Bradshaw’s third buyout, has not worked so far. He hires back drop and retired employees at high to higher payscales. Bradshaw needs to go budget higher and higher no watchdog outside to monitor, the place smells. Much more to come.
11 years in law enforcement service. I have a take home, unmarked, vehicle that I pay $60/month to drive home. Home - work - home only though. Work 4, 10 hour days, with Sat, Sun and Monday off. More uniforms than I know what to do with. I don’t get calls for service when I am working, though I do get called out in the middle of the night a few times a month for a minimum amount of hourly pay of three (overtime) hours. I drive past you whining azz-clowns as you’re broken down on the side of the road and smile as your dumb-azz wife taps her foot when she has backed into a car in the parking lot with your Mercedes. All that and the end result is a salary of $119,833.87 for the 2009 tax season. My pension will be about $88,000 after 20 years of service and I have a second house in North Carolina (Paid for).
Yeah, my job sucks and you chose the wrong line of work. I don’t work hard except when I’m at the gym, training or harassing my favorite fireman/paramedics (you wanna talk about some guys with a cush job).
Now go back to your desk and figure out how much of your income needs to be applied to your 401K to get that retirement.

PBSO is bloated at the top. Hire civiilan professionals (at greatly reduced salaries) for any job that does not require a sworn officer. Cut back salaries 15% minimum for Lt’s and above. Get rid of the horse unit; scale back ceremonial units. Reduce the take home cars and charge those who get them more for the car and eliminate the gas altogether. Go to a mileage or fuel reimbursement for any use when called to duty. Broaden the span of control for the Lt’s and Sgt’s and eliminate the top heavy environment (Capt’s, Maj’s, Col’s) that actually impedes effective decisionmaking. Track and monitor overtime effectively and set ceilings. Deputies making 80K salaries and another 50K overtime are tired deputies and hazardous from a risk management view. This is easy stuff. I could go on forever. Basic and I mean real basic management principles.
Now take a percentage of all these savings and invest back into the road patrol and technology.
Put more real green and whites in service. Some crackhead waiting to jump a 7-11 store isn’t going to go home empty just because some off duty cop pulls in to pick up a gallon of milk. He’ll wait until the officer leaves and then make his move. It doesn’t take General Patton to figure out the strategy.
And finally…no the citizens will still call you when they need you. That’s your job. Your paid to do it. If you dont want to do it under some basic management principles others will lineup from Gun Club to Military Trail to get your job.
I like the idea that our deputies are better paid than others. But to think that in this economy you shouldn’t have to tighten your belt is embarassing.
How does a Palm Beach County Sheriff’s vehicle parked in a driveway in PSL deter crime? You do realize the force is being cut, right? There are going to be less officers ON DUTY in our county. But you’re right… let the off duty cops drive 2 counties away to help deter crime. It seems as though some people posting on here may argue that we should park a Sheriff’s vehicle at every public place to scare off any would be robbers. Seeing a Sherrif’s car might prevent them from committing that one robbery but they will go down the street and do it anyways!
I don’t know how many times it must be told but the take home car program saves the sheriff money in repairs and the cars last longer. If you have a take home car you take better care of it as you are the only one to drive it. If the cars were not take home cars there would need to be a large piece of property purchased to park all the work and personal cars of the officers. The cops do pay for gas from each of their checks and the out of county cops can not use them off duty. The in county cops must stop to help / assists motorists or victims even while off duty while in a pbso take home vehicle.They also assist other officers in the cities (and FHP) in PBC while off duty.
I am fed up with the people who are now crying that cops make more money than them now. But before the economy bust these same cry babies were making alot more than cops. Now that the cops are starting to make a deceant living they are pi$ed off. Go to the academy, put on the vest, work shift work, work weekends, work holidays and the you can talk. Until then shu up.

This is a message for Mr. Bradshaw: “It is time to take off the LEO hat and put on the Administrator hat!” It is very plain and simple; the people in Palm Beach County cannot continue to afford some of the law enforcement luxuries they have enjoyed in the past.
Because of Bradshaw’s refusal to be accountable to the people (refuses to be overseen by an independent IG advocated by the citizens), the hard working deputies get demonized by the people. Sure there are scandals in the Sheriff’s Office but that is a reflection on the management. A lot of the upper brass may have paid their dues as LEOs but that alone does not make them good managers or administrators.
The PBSO is a public agency which does not generate a profit therefore its budget is dependent on the income the citizenry generates. If the citizenry is economically healthy then public agencies enjoy luxuries like PBSO take home cars, mounted units, helicopters, marine units, etc. If the citizenry is economically challenged then the public agencies must react to this reality and adjust their budgets accordingly.
A lot of the posters here make a lot of sense and Bradshaw should be reading these commnents and adopting some of the ideas here.
When it comes to take home cars, there is a debate about whether or not they provide enough of a deterrence in the neighborhoods. Case in point is we have marked and unmarked police cars broken into or stolen just like any other private citizen’s vehicle. Because of increasing incidents like these Bradshaw needs to revisit this Full and Half Indy program to determine its fiscal and deterrent feasibility then make the results public. People will then accept the decision if it is an above board study. To accomplish this, a panel or commission comprised of civilian financial consultants and retired LEOs should be put together to investigate.
Other programs are simply traditions that we can do without, like the mounted unit. As Jerry puts it in comment #1, when is the last time you heard of a Deputy on horseback caught a burglar? Then let’s buy less expensive vehicles instead of all these luxury SUVs you see top brass riding in. Place a freeze on pay raises for two years from Sgt on down and cut 10% off management salaraies from lieutenants and above. If they don’t like it, they can choose to retire before the pay reduction takes place.
Lastly quit wasting money by doing political favors and covering them up by calling them training for deputies. Case in point is the contract awarded to the daughter of a County Commissioner to train deputies on how to testify in court. There is no art to testifying in court. All a deputy has to do is tell the truth. If he/she can’t do that then he/she is a candidte to reduce the budget.
We as citizen put our head in the LION’s mouth we can change all of this by voting for other people.I’m how did Rick Bradshaw win a second election. When his deputy aren’t showing no progress in solving crime. Don’t take away PBSO cars, don’t cut their benefits or pay. Have them do real police work and the public will be 100% behind them. Perception is everything if they they want public support and public solutions.
My interest is focused on what happens to the positions vacated by those who take the buyout. Are they going to be replaced? If not, why weren’t staff cuts made long ago?

This is going to become a bigger problem as the economic situation in florida becomes more grim with the loss of property values. Unbelievable that Commish Burt Aaronson and his cronies gave a private company $100 million to build Scripps just three or four years ago, based on tax revenues from inflated property values. No one saw the housing bubble. Martin County where most of the Scripps scientists live, thank you for your investment in its future. Scripps should have been built in central PB County, the nice chunk of land where the Jai Alai fronton has been sitting for vacant for years, along I 95 and Tri Rail. Greed got our corrupt Commission, and here we are.

No retirement formula should exceed 1.6% our school teachers get (1.5% is standard for the few remaining private employment pensions left…)! 3% is gaudy, is not sustainable and will result in bankruptcy as cities and counties determine they will pay out four times as much in retirement as active pay…
There is no valid reason for public employees to retire before age 65 for normal and age 60 for “hazardous duty” positions. Older, senior cops and firefighers can do the administrative, supervision and training — just like any other business expects about 40 years of real work to earn a retirement!
Automatic “COLA’s” are an absurd oxymoron! SS recipients did not get a COLA this year BECAUSE the formula used indicated “0″. That means their current stipend is adequate. For all those 50 year old police and fire retirees this year - they will get 3% a year for the next 17 years BEFORE their normal SS kicks in. They cannot afford NOT to retire - as most taxpayers have not had a raise in three years, many have taken 10% salary reductions or use furlough days to reduce their pay, most don’t expect another pay raise the next two years!!
Wake up PBC and Florida taxpayers!! The attitutde of “can’t do enuff for our First Responders” that came after 9/11 went way too far! Former Jeb Bush would admit he was far too generous - he cut public employment in 2004 back to 1992 levels. BUT, with 85% of tax revenue going directly to personnel costs, we simply can’t afford the luxury of $200,000 a year public service employees - nor their $180,000 a year retirements extrapolating geometrically for 40 more years!!
Here’s a BUDGET cut for you: Elimate all the black criminals and the crime rate will drop and you won’t need as many cops.Don’t believe it? Check the PBSO booking mugs shots and do the math.
Is there really this much hatred for the men and women of law enforcement? Everyone makes the comment about taxes, gas, take home cars etc. You fail to remember these brave men and women also PAY taxes, PAY for the gas placed in their car, although subsidized, they still contribute. Any institution, public or private…you will have bad apples. Do not tell me you have never worked any where and worked with someone who was lazy or not into his/her job. These people have spouses and children to come home to every night. So try it out, one night….after chasing down armed crack dealers, dealing with domestic violence, theft and a laundry list of other crimes…then come home and still have the strength to solve your own families problems. Buyouts are just a way for some to make alot of money…take the buyout then get re hired getting a salary and retirement….its nothing more than a big scam and Ric knows it….Take home vehicles not so bad for the deputies but you would be surprised how many civilians have an un marked vehicle to take home…perks hell no….we do need an outside watch dog to monitor the sheriffs budget…its out of control…don’t worry sheriff ric will start the scare tactics soon to make us all afraid of crime…so he may have to cut deputies…don’t buy it…election time could not come soon enough.

Enough with the take home cars, who knows nationwide how many Billions of $$$$$$$$$$ are wasted of the taxpayers money. Everyone has to find there way to work why shouldn’t cops. Some live 75 miles away from away from there job why should we foot the bill.

police officers should be paid in reference to what we pay our military people, they lose people on a daily basis, do the police face this kind of danger. we pay police in real dollars more than our military.use the cost analysis from military pay to form the basis for police pay.
For officers who have worked over 20 years risking their lives, this is a very fair offer. Just think of all the crap they have taken from citizens, and all the bad, nightmarish scenes they have witnessed. For those who are complaining about officers who take home their PBSO vehicles - I would welcome that in my neighborhood. It keeps the crime down.

KM - tell me did anyone put a gun to the officer’s heads to make them take the job as a deputy sheriff? No, they made an informed decision to apply for the position. I’m sure there are multiple reasons for this choice - BUT it was a choice. The deputies also have the option of leaving the position at anytime if they don’t like dealing with the public or the criminals. In return they receive excellent pay and benefits. And lately I’ve read reports of their vehicles being broken into with their weapons stolen - so how exactly is that keeping crime in the neighborhood down? 99% of all law enforcement officers do an excellent job and make the community a better place to live - but that doesn’t mean we should pay them exorbitant salaries at the expense of everything else.
In this economy, Cops need to be offered a deal: quit, resign, retire, or take a fat pay cut.
Rick Bradshaw is a creep. He does huge “favors” for people that donate generously to him becoming Sheriff. Favors that cusp being right on that fine edge of the law. The average citizen doesn’t get these offers so why should we pay for PBSO employees to get them. I agree with # 50 - noone forced them to take the jobs. While I whole heartedly support our deputies, economics dictates. There is so much room to save $$.
To Pissed Off Taxpayer - it’s simple the people who decided on the parameters of this buyout, gearing it only to the highest paid executive level, will be the very people who will benefit. A buyout isn’t a bad idea to get people to leave across the board, but not the way this one has been structured, targeting just a select few.
For those ass clowns who want to pay cops at the military salary rates, did you consider the military pays for the soldiers housing, clothing, food and 100% of their medical bills? The military is defnateky underpaid for what they do. But, I am sure cops would be happy to take a pay cut if the government is going to pay their mortage, feed them three times a day and give them full free medical care. The take home car policy saves taxpayer money. Most of you don’t want to except this, but it is true and you should eductae yourself before you start throwing darts. For specialty unit such as swat and explosive ordinance, you should want them to have their vehicles with them at all times, so they can respond immediately with all their equipment to resolve an active shooter or other critical incidents.
I know most of you are sheep and don’t really understand the dangers all around you. Hopefully you will never be a victim of a violent crime, but if you are I willing to bet you will want the swat team as fast as possible and will not want to wait for them to drive their p.o.v to the sheriff’s office to get all their euipment and then drive to eliminate a viloent threat. That would add at least an hour to their response time, and many others will be dead in that time.
Stop whining and take your head out of the sand and realize a large majority of cops are great honorable people, who are willing to put their life on the line to save yours. How much is that worth to you? Would you be willing to lay your life down for a stranger?
They chose this career because (for most) are honorable and courageous and they deserve what they get paid and our thanks.
We should work on cutting out all of our entitlemnts, such as section 8 housing for poeple to live in $300,000 + homes, but can’t afford them. We need our public servants (cops and firefighters) and need to save taxpayer money by slashing free money to do nothing, non taxpayers, who just suck on the welfare teet their entire life. Leave the cops alone, and go after these burdens to society who don’t work, but get thousands a month. That is the taxpayer waste, you should be crying about.
Get rid of the citizens on patrol that drive sheriff’s office cars and are over 65 and can barely walk or see, what a waste!
WOW! Please dont bash the men and woman who are LEO. Yes…I know alot of LEO’s in PBC….they have their issues with the county they have to deal with everyday. Look how big PBSO is….even in a small company, (I own one) there are things that occur that upper mgmt doesn’t always catch until - after the fact -. Though it happened maybe 5 times in 5 years but thats becasue as business owners, parents and a vital supporter of our community…Communication is everything but first and foremost is honesty and integrity in all you do. Like in any entity…there are those with bad agendas. There are the upper levels of mgmt that dont always findout until good people get hurt. Suggestions are always needed and hopefully desired in any line of business. We all have things we can improve upon. I just disapprove of persons who feel that the community doesnt hear things which casue the public to be disgusted. I know people are upset with alot of things, but to in anyway let our LEO go out there when they are dodging bullets for our safety…feel as if we dont care. I know my family does just like the night I got a call that an off duty LEO stopped to help someone in a broken down car and got shot. Take the time when you do see a good thing happening by one of our LEO’s to commend them by going to the official PBSO website and submitting a report about it. We always hear of the bad things not very much of the good things. remember, if you have never needed a LEO before…the day you do you will be thanking them becasue they do live to serve and protect and then pray they go home safe to their families. yeah yeah…bad apples everywhere I know so dont go there. Just thank your lucky starts we have dedicated men and woman.
