Pregnant jail guard in romance with inmate fired

If you believe her employment file, Palm Beach Sheriff’s Office corrections deputy Perla Kelly was no model worker as of late.
She was disciplined or reprimanded four times last year, and was under Internal Affairs investigation.
But even she may have gone overboard when she got friendly with an inmate she guarded at the county slammer in West Palm Beach — and she got pregnant.
In time, the 17-year PBSO veteran married the dude, Victor Washburn. He was arrested at least 12 times in South Florida over the past decade, according to records.
Newlywed Kelly, 40, got canned two weeks ago, a month before the baby’s arrival.
“She was terminated for abandoning her post,” said Col. Mike Gauger, PBSO’s chief of operations. “She had a lot of unexcused absences from work and then didn’t show up for three days in a row.”

According to PBSO records, Kelly was reprimanded for failing to show up for work on 24 days in the fall, and 23 days in the spring.
But Internal Affairs sleuths, I’m told, were also investigating whether she became pregnant while Washburn was being held at the Gun Club Road jail. That probe ended when she was fired.
Corrections deputies are banned from fraternizing with inmates. Yet, records show that Washburn moved in with Kelly on the day he was released from jail, June 17, 2009, after serving for nine months for a larceny conviction.
“The I.A. guys have been counting the days to see if she was made pregnant in jail,” a PBSO insider said. “They talked to her and she claims it didn’t happen behind bars. But now she’s gone anyway.”
Washburn told Page2Live that I.A. can count, and recount, but there’s nothing there.
“I knew her 10 years ago and we ran into each other again in jail,” Washburn said. “There was nothing going on until after I got out. We just said hi when passing in the hallways and just talked.
“One day, she told me to call her after I got out. I did. But she couldn’t have gotten pregnant while I was in jail. She’s due in three weeks.”
Washburn, meanwhile, has an interesting background.
Among several jail sentences, he was sent away for six months in 2003 for an attempted robbery in Fort Lauderdale, and using a false name. He served another nine months in 2006 for domestic violence. He also has been arrested for possession of cocaine, grand theft and battery on a police officer, among other incidents.
Said Washburn: “They fired my wife for not following procedures. Of course she couldn’t make it to work. She’s having a high-risk pregnancy. But if you want to talk about procedures, every guard there breaks them.”

This is a very confusing story when you talk about a woman and put the convicts picture up. Wheres hers? I think hers should be up as well.
Well, her career in law enforcement is now over as a result of this. She can always start a new career. Let’s see, she can get a job as a waitress at a Hooter’s. Anyway, those rules against fraternization are there for a reason.

Whew! . That place is corruption city.. Not only do the guards date the inmates Guards date other Guards, lesbian relationships and all type of BS. It is a city within a city.. When a new guard or sheriff gets hired its like.. BAM!.. Who is going to get he/she first. I am no employee of PBSO, but I have heard this from several sources. That place has no Rules or Regulation. This is not the first or the last time you will see this type of behavior. PBSO is terrible.

Do what math? She could have gotten pregnant any time he was in there.

He was released in June, approximately 8 months ago, and she is currently pregnant, baby due in three weeks according to Washburn. With dates this close it would be nearly impossible to prove whether or not the baby was conceived before or after his release.
The sheriff is nuts. He has this black/white world in his mind and he sold it to his henchmen and henchwomen.
He needs to be relieved of his duties. Ex-FBI isn’t he? My cousin was an FBI agent but resigned after many years because he was tired of doing burglaries for the government. Guess the Sheriff didn’t really care if he broke the law or not- as long as he had his badge and gun.

What is Bradshaw thinking….I would not run again, too many headaches. Let Gauger deal with this problem, and all the others. After all, he is going to school for a Masters in Social Work, on our dime. He can use his education when dealing with the ongoing soap oprea that is PBSO.

Washburn is a loser and has been for a very long time.He has entrenched criminal thinking that will not change. Kelly, you are a lost soul. Throwing away a 17 year career for this bum. My,my,you certainly must have some low self esteem, and, maybe a bit of crimanal Thinking yourself. I’m wondering if you really believe your life will be improved now that you’ve come under I.A. scrutiny and tossed away an honerable career for a jerk who believes getting high and taking from others is preferred to earning a living. I agree with #14 the most. that place is like high school, mostly everyone there is trying to screw someone. i feel sorry for those men and women that are married to those corrections officers, i’d never marry one thats for sure. when you see that, theres no excuse. 95% of po-lice are corrupt in some way or another, just like criminals, but they don’t get caught because of there badges. its very easy to flash that badge around to get what you want.
The guards are actually human. When I was a guest there one female guard came into my cell and started flirting with me pretty hard. It made me uncomfortable because she wasn’t very pretty, and I knew If I pissed her off she could lie and get me in trouble. So I had to have a quicky with her, I was scared if I didn’t she would mace me then say I tried to assault her. So reluctantly had sex with her. I told her I was married and she said she didn’t care……….anyways that place has alot of messed up secrets.

Or they might want to just shoot the show as a reality show at their home and watch all the drama unfold. It most likely would show her getting assaulted since he has a violent abusive past for domestic violence. Unfortunately, most of the people supervising are incompetent. Morale is low and if you follow the rules and requlations, supervisors will find a way to reprimand you. The (4) PBSO Guiding Principles: integrity, fairness, respect, and professionalism is a fallacy. From what I heard, racism still runs rampid within PBSO. I’m glad I got out!!! Was Kelly just driven to the brink of madness???

Ric Bradshaw can not , and is not capable of running this department , we do NOT need him or any other politician running something that takes about thirty percent of the county budget . His political corrupt top henchmen , and wasted spending of our tax money has to stop . The state needs to come in there and clean house , start over . This county is in a economic crunch , and the “fat” needs to be trimmed . We do NOT need our tax money paying for high pay Majors , or a “chief Deputy , all of them being just political payback positions for Bradshaws re-election .
