There’s so much construction that downtown West Palm Beach looks like a war zone, again.

But the place suddenly was beautified late Friday — and it didn’t cost the city a penny.

Twelve Elite and Wilhelmina swimsuit models gave about 500 local swells an eyeful on a 60-foot runway built outdoors near the French restaurant Pistache. The occasion: The unveiling of a line of swimwear dubbed Sex2Sea, “pretty enough for the bedroom, but made for the water.”

The lacy bikinis were designed by local entrepreneurs Christy Sugrue and former gubernatorial galpal Kelly Heyniger, a former contestant on America’s Hottest Mom who dated Gov. Charlie Crist just before his met the First Lady, Carole Rome.

The swimwear, I’m told, is specially designed to avoid embarrassing views while still providing a curve-revealing fit.

Actress Pam Anderson may be a dirrrty girl, but at least, she smells good! Pammy took advantage of her early arrival for Saturday night’s Make-a-Wish Foundation gala in Miami to do a little selling. The former Baywatch babe, 42, hawked her own line of perfumes,  Malibu Day and Malibu Night,  at the W hotel on Fort Lauderdale Beach Thursday. The day juice is described as fruity floral with a hint of honeysuckle. The night stuff is more oriental, with black orchids and lotus. And animal lover Anderson says she made sure no animal was harmed during production. Malibu retails in chain drugstores and discount outlets.

Renowned Miami pop artist Romero Britto consummated his deal with Miami Dolphins owner Stephen Ross to make Land Shark Stadium look prettier. He led dozens of children, cheerleaders and team staff this weekend in starting to paint his tropical-colored designs on the outside walls.

Britto, who dressed up hundreds of dancers for the 2007 Super Bowl in South Florida, promised to be done on time for the team’s home opener, the Sept. 21 Monday Night Football game against the Indianapolis Colts.

Right on time for the start of the U.S. Open, Palm Beach Gardens tennis champ Serena Williams unveiled her wax figure Thursday at Madame Tussauds in Manhattan. Serena in-the-flesh is on the left. And in case you’re wondering, the superhero boots and cheerleader getup were worn by Williams during the 2004 tournament.

Williams’ memoir, meanwhile, comes out in hardcover Tuesday. On The Line goes into the shooting death in 2003 of Williams’ sister, Yetunde Price, and Williams’ insecurities about her body.  Yep, Serena Williams does feel fat at times. At least, her wax dummy will never have to worry about yo-yo weight.

Trading their knives for chopsticks, area plastic surgeons got to mingle with potential, or actual, clients Thursday night at Blue Fish in Delray Beach.

The shindig, dubbed Beauty & Cocktails, brought more than 100 folks to the sushi place. They included Tinseltown plastic surgery pioneer Dr. Kurt Wagner, whose clients included the likes of Joan Crawford and Yul Brynner.

And some of the docs even got to present some of their latest tricks and push the latest procedures.

For supermodel Cindy Taylor, Brooke Burke’s on E!’s travel series Wild On and host of a new Fox reality show, her opening a Swim Week fashion show Thursday night at the W South Beach in Miami Beach had something of a therapeutic value.

Earlier this year, the 32-year-old’s family was struck by tragedy. Her mother, who lived in Paraguay, died of Lou Gehrig’s Disease. It’s a usually fatal nerve and muscle illness that also leads to partial paralysis. Cindy Taylor took it hard, and was photographed crying on a Los Angeles street earlier this year.

“It’s a terrible, terrible disease,” she told Page2Live in an exclusive interview near the Inca Design runway set up on the hotel’s pool. “It was hard because I lived in Los Angeles and flying to be with her would take 25 hours.”

The experience also gave cover girl Taylor, who’s routinely in diverse magazines’ Hottest Women lists, a renewed sense of family. Her dad lives in West Virginia.

“I’m not always able to open myself up to people,” she said, “but I think it’s beautiful when people can open themselves up to others, especially during hard times.”

Taylor recently returned to Miami Beach for several months, to tape the reality fare Work of Genius. As host, she tries to keep the peace among 12 international painters who compete for a $100,000 prize. It’s being filmed at the Eden Roc Resort and it’s supposed to air in October on Fox affiliates.

“I lived here for five years before,” Taylor says. “I loved the weather, food and culture. It’s great to be back to a place that I consider my second home, after Paraguay. It’s where the two worlds meet, Latin America and America. Like me. I’m half-and-half.”
